If your date of need is December 1, your H-2B application window is roughly September 2 through September 17. A completed H-2B Application for Temporary Employment Certification must be filed no more than 90 and no fewer than 75 calendar days before the start date, per 20 C.F.R. § 655.15(b). Back-calculate from your actual first shift and put the window on a calendar now, because there is no local slack to fall back on: Teton County's unemployment rate was 2.8% in February 2026, the lowest in Wyoming, according to the Wyoming Department of Workforce Services.
The visa calendar, without the optimism
Congress caps H-2B at 66,000 visas a year, split into 33,000 for start dates in the first half of the fiscal year and 33,000 for the second, with unused first-half numbers rolling into the second half but nothing carrying into the next year; USCIS keeps the current count. DOL's three-day window for an October 1, 2026 start ran July 3–5, 2026, and the department published assignment groups for applications filed in it.
Two structural facts matter more than the dates. First, demand routinely exceeds supply: when applications filed in the earliest three days for a half-year allotment request more positions than the cap allows, DOL randomly assigns them to processing groups, a pattern the Congressional Research Service has tracked since FY2024. Second, ski-area timing sits badly inside that system. A statement from Sen. Hickenlooper's office, citing National Ski Areas Association figures, noted that because ski employment start dates typically fall in early December, the statutory cap has been met too early for the industry to use the program effectively every year since 2018, and that 81% of U.S. ski areas had unfilled winter jobs in the 2022 season, averaging 76 open positions each.
H-2B also isn't a paperwork exercise you complete and forget. You have to run a real test of the local labor market: accept State Workforce Agency referrals and direct U.S. applicants, offer the job to qualified and available U.S. workers, and keep taking referrals until 21 days before your date of need, per DOL's H-2B fact sheet. Whether your specific staffing pattern qualifies is fact-dependent and a common denial reason — that question belongs with immigration counsel, not a blog post.
J-1 Summer Work Travel runs on a different rhythm. Placements are handled through State Department–designated sponsors, and Southern Hemisphere students on their summer break fill Northern Hemisphere winter roles. Applications open early in the year but finalization tends to land in October, which means the decision to use J-1 for this winter is effectively made in late summer. Ski Area Management reported that resorts saw participation hold up heading into a recent winter despite a new requirement that applicants make their social media accounts public for review, though HR directors quoted in that coverage were less certain about the years ahead. Build a domestic plan that survives a bad J-1 year.
Housing is the offer
In this valley, a bed is compensation. By the end of 2025 the median single-family home price in Teton County was approaching $3.3 million, and KHOL reported that employers here increasingly treat housing the way they treat health insurance. The federal government is now writing it into contracts: when NPS selected Grand Teton Lodge Company for a new 15-year concessions contract beginning January 1, 2027, employee housing improvements were part of the deal.
If you charge for housing, the wage rules follow the rent. Under 29 C.F.R. § 531.3, an employer counting lodging toward wages may credit only the reasonable cost, meaning no more than actual cost with no profit built in, and the regulations require that the employee's acceptance of the lodging be voluntary and uncoerced. You carry the burden of documenting cost, so keep the mortgage, utility, and maintenance records that support the figure. If a housing charge would drop cash wages below the applicable minimum for hours worked in a week, that's an exposure, not a rounding issue.
On the floor itself: Wyoming's state minimum wage is $5.15, but employers covered by the FLSA must pay at least the federal $7.25, and the tipped cash wage is $2.13 only when tips bring the hourly total to the full minimum; see DOL's state-by-state table. In a market this tight, the legal floor and your competitive rate aren't in the same conversation.
Recruit against the commute
A large share of your applicant pool lives over a pass or down a canyon. Coverage in the Teton Valley News put 38% of Teton Valley's workforce as commuting into Wyoming for work, and cited a 2021 employer survey in which 81% named lack of housing as their top challenge in finding and keeping qualified staff.
That has direct scheduling consequences. START's Star Valley and Teton Valley commuter routes run weekdays in the mornings and evenings, so a closing shift assigned to a Victor or Alpine commuter is a car-only shift in February. Two cheap levers: the Town of Jackson fare page notes local employers can buy Universal START passes for employees at a 10% discount, and Teton Village has a free employee shuttle from the Stilson lot. Both are worth more to a $20-an-hour hire than they cost you.
Post earlier, and post the four things people filter on
Job seekers here scan for housing (yes or no, and at what cost), real start and end dates, whether hours are guaranteed, and whether the wage is tipped. A posting that omits the housing answer gets skipped by exactly the candidates who would have stayed all season. Put the answer in the ad even when the answer is no.
The cheapest headcount you'll ever fill is a returning employee, so treat the end of this season as recruiting for the next one: exit conversations in April, a standing rehire offer, and a housing commitment made before someone signs a summer lease somewhere else.
One last note worth an hour with an advisor rather than a search engine: worker classification for guides, instructors, and contract-style roles is genuinely fact-dependent, and getting it wrong is expensive. DOL's Wage and Hour Division and Wyoming DWS Labor Standards are the authoritative stops.
